Job Description:

The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Director of Veteran Services position in the Office of Workforce Development.

 

OVERVIEW:

 

The Director of Veteran Services provides strategic leadership and statewide oversight of the Jobs for Veterans State Grant (JVSG) and other veteran workforce initiatives administered by the Technical College System of Georgia (TCSG), Office of Workforce Development. The Director works collaboratively with WIOA Title I programs, Technical Colleges, workforce partners, military and veteran organizations, and community stakeholders to strengthen employment, education, training, and supportive services for veterans and eligible persons. This includes supervision of employees, grant and or strategic plan writing, and budget development/oversight. The Director, with the support of and under the guidance of the Executive Director, shall provide input into program and policy decision-making, developing and implementing procedures, and ensuring the achievement of program objectives.

The Director serves as the primary liaison between federal, state, local, military, and community partners and is responsible for ensuring compliance with all federal requirements while advancing innovative strategies to improve employment outcomes for Georgia's veterans.


RESPONSIBILITIES 


Program Leadership and Administration


  • Direct statewide administration of the Jobs for Veterans State Grant (JVSG).
  • Provide strategic leadership for veteran employment initiatives and special projects.
  • Remain up to date with policies, procedures, and state or federal laws that may impact department initiatives.

  • Develop strategic goals, policies, procedures, and operational guidance related to veteran services.
  • Establish statewide goals and performance measures to improve veteran employment outcomes.
  • Monitor program outcomes to ensure effective service delivery.
  • Works with other leadership team members to execute activities in support of program success such as data collection and analysis projects, training development and delivery, communication and outreach, etc.
  • Ensure integration of veteran services within the workforce system.
  • Identify opportunities for program improvement and innovation.

 

Compliance and Regulatory Oversight


  • Under the direction of the Executive Director, guides staff through monitoring and audit activities and assists with formalizing state responses to such reports;
  • Ensure compliance with:
    • Title 38 requirements
    • Veterans Program Letters (VPLs)
    • USDOL guidance
    • Wagner-Peyser requirements
    • Workforce Innovation and Opportunity Act provisions
  • Oversee statewide veteran services to include guidance for: Disabled Veterans’ Outreach Program (DVOP) Specialists, Local Veterans’ Employment Representatives (LVERs), Consolidated DVOP/LVER staff, and Veteran-focused initiatives and special projects.
  • Develop and implement corrective action strategies as needed.
  • Ensure timely completion of federal reporting and monitoring requirements.
  • Provide leadership and direction to management overseeing activities in the career centers and remote activities to ensure veterans receive priority of service and appropriate access to workforce programs.

 

Stakeholder Engagement & Strategic Partnerships


  • Develop and maintain collaborative partnerships to strengthen workforce initiatives and employer services serving as a primary representative with:
  • U.S. Department of Labor Veterans' Employment and Training Service (VETS)
  • Georgia Department of Veterans Service
  • U.S. Department of Veterans Affairs
  • Military installations
  • Veteran Service Organizations
  • Technical College System of Georgia institutions
  • Workforce Development Boards
  • Community and nonprofit organizations
  • Employers and business associations
  • Represent the agency at state, regional, and national meetings, conferences, and workgroups related to veteran services.

Strategic Planning and Program Development


  • Analyze labor market trends and workforce data to identify emerging workforce needs.
  • Develop strategies to support employer recruitment and workforce development initiatives.
  • Recommend policy and operational changes to improve service delivery and program effectiveness.
  • Develop outreach initiatives to increase awareness of available services and resources.

 

Data and Performance Management


  • Analyze veteran labor market trends and program performance data.
  • Develop strategies to improve employment outcomes and service delivery.
  • Prepare reports, presentations, and executive briefings.

 

Fiscal and Grant Management


  • Direct administration with Executive Director of federal grant funding and program budgets.
  • Oversee and participate in development of grant applications, budget narratives, and reports.
  • Reviews and approves expenses, leave requests, travel requests, etc. to ensure conformity with established policies and procedures.

Supervision


  • Provide direct supervision to program managers and staff.
  • Establish performance expectations and conduct evaluations.
  • Promote employee development through training and professional development opportunities.
  • Foster a collaborative and customer-focused work environment.
  • Monitors the activities of personnel to ensure compliance with TCSG policy manual and department procedures.

MINIMUM QUALIFICATIONS 

 

A Bachelor’s degree from an accredited college or university *and* Five (5) years of experience in management or the defined departmental area.

 

PREFERRED QUALIFICATIONS 

  • Veteran of the U.S. Armed Forces with demonstrated knowledge of veteran employment, workforce development, and community resources.
  • Knowledge of military culture and veteran transition issues and workforce development systems and partnerships
  • Master’s degree in Public Administration, Business Administration, Human Resources, or a related field.
  • Experience administering federal workforce grants and understanding reporting requirements.
  • Knowledge of Workforce Programs: Jobs for Veterans State Grant requirements, Veteran employment programs and services, Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser Employment Services, Federal grant administration.
  • Knowledge of state and federal regulations with experience interpreting Training and Employment Notices (TENs), Veteran Program Letters (VPLs), and Training and Employment Guidance Letters (TEGLs).
  • Experience managing compliance and monitoring activities.
  • Experience working with federal and state workforce partners.
