GENERAL DESCRIPTION

DCA is seeking a Development Support Analyst for its Housing Finance & Development Division (HFDD) team.

Under general supervision and according to Generally Accepted Accounting Principles (GAAP), this position performs advanced professional accounting duties that require independent judgement and initiative. Duties include analyzing, recording, and interpreting financial transactions, preparing specialized and standard accounting reports and providing information to auditors and other third parties. This position reconciles cash and investment activity to externally held investment portfolios, enters daily cash management activity from external systems, records investment purchase and sales transactions and other related portfolio activity for our mortgage loan programs.   

Under general supervision, the Development Support Analyst provides administrative and technical support to the Office of Housing Finance Development Team. This position assists Development Analysts by preparing and processing program documents, maintaining project records and tracking systems, coordinating correspondence and mailings, and ensuring development files are complete and organized throughout the affordable housing development process.

Primary Duties & Responsibilities

  • Drafts, prepares, and distributes IRS Forms 8609, IT-HC forms, and Schedule A documents.
  • Drafts LURCS and collaborates with external counsel and DCA staff for revisions.
  • Coordinates execution of Carryovers, LODs, LURCSs and 8609s with  notification of industry standards.
  • Prepares document packages for the IRS, Georgia Department of Revenue (DOR), DCA records, and other agencies.
  • Scans, uploads, and maintains project documents, cost certifications, funding round files, and archived correspondence.
  • Maintains electronic and hard-copy project files and supports document retention activities.
  • Creates, updates, and monitors team tracking logs for 8609s, Carryovers, LURCs, 10% Tests, and project archives.
  • Coordinates incoming and outgoing mail, including certified and overnight deliveries.
  • Prepares new project folders and provides administrative support to Development Analysts through document routing, filing, and records management.
  • Assists with special projects and other administrative duties as assigned.

Minimum Qualifications

  • Associate's degree in Business Administration, Public Administration, Finance, or a related field from an accredited college or university.
  • Two (2) to four (4) years of progressively responsible administrative support, records management, project coordination, government administration, or related experience; or an equivalent combination of education and experience.

 

Preferred Qualifications

  • Experience supporting affordable housing or Low-Income Housing Tax Credit (LIHTC) programs.
  • Experience with document management, records retention, or legal/administrative support.
  • Proficiency in Microsoft Word, Excel, Outlook, and Adobe Acrobat.
  • Experience maintaining electronic filing systems and project tracking databases.
  • Strong organizational, communication, and customer service skills.

Working Conditions (travel, hours, environment)

This position is currently designated as a hybrid (part in-office and part remote/telework) position.  This position is full-time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required

Physical/Sensory Requirements:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
