The Georgia Department of Labor is accepting applications to fill the Chief Enterprise Integration Officer position.

POSITION SUMMARY

The Georgia Department of Labor (GDOL) is undergoing a bold transformation to become a forward thinking, future focused, and resilient organization - one that not only adapts to change but leads it. As GDOL evolves into a more connected, intelligence driven - "octopus organization", its operational ecosystem is being redesigned to function with heightened situational awareness, rapid information flow, and coordinated action across every unit. The agency is modernizing its systems, strengthening its workforce, and building an operational culture grounded in clarity, precision and an unwavering commitment to public trust.

To support this transformation, GDOL is seeking a highly qualified Chief Enterprise Integration Officer (CEIO) to serve as the executive responsible for the enterprise integration, enterprise modernization, and organizational effectiveness. The CEIO ensures that GDOL's digital, financial, and enterprise systems and functions operate as a unified enterprise - enabling coordinated action, consistent service delivery, and rapid response to emerging conditions.

As a core member of the Executive Intelligence Triad, the CEIO partners with the CIO and CFO to unify GDOL's digital capabilities, financial stewardship, and enterprise operations- the internal machinery that allows the Commissioner, Chief of Staff, and executive team to sense what is happening, understand what it means, and respond with precision, alignment and coordinated action.

Working in close partnership with the Chief of Staff, the CEIO ensures the Commissioner's priorities are translated into coordinated enterprise execution across the agency. The CEIO reports to the Commissioner.

The position is located at 148 Andrew Young International Blvd. NE, Atlanta, Georgia, 30303, and may require travel to agency offices statewide to ensure enterprise integration and organizational alignment.

Responsibilities

1. Enterprise Integration &Intelligence

  • Serve as the executive steward of GDOL's operational intelligence, ensuring the agency operates as a unified, coherent enterprise.
  • Integrate digital, financial, and enterprise signals into a coordinated plan or process that supports rapid, informed decision-making.
  • Strengthen situational awareness across divisions by improving information flow, operational readiness, and cross functional-coordination.

2. Modernization and Innovation Leadership

  • Drive enterprise modernization efforts, ensuring new systems, workflows, and capabilities are adopted consistently across all enterprise functions.
  • Lead enterprise modernization efforts encompassing technology, business process, service delivery, workforce capabilities, and organizational practices.
  • Ensure modernization moves in synchronized steps with digital and financial intelligence.

3. Enterprise Integration & Coordination

  • Lead enterprise integration by aligning cross- functional activities, organizational priorities, and executive operations to ensure coordinated execution of the agency's mission and strategic objectives.
  • Ensure organizational functions operate with discipline, alignment, and readiness to successfully implement strategic initiatives, modernization efforts, and agency-wide transformation.
  • Drive enterprise-wide coordination and execution by integrating people, processes, and priorities, enabling timely decision-making, operational excellence, and sustained organizational performance.

4. Strategic Planning & Execution

  • Translate agency strategic priories into actionable, integrated enterprise plans supporting modernization initiatives.
  • Ensure cross-functional execution of initiatives, projects, and enterprise improvements.
  • Monitor progress, identify barriers, and recommend solutions to maintain timelines and outcomes.

5. Enterprise Performance Measurement & Operational Insights

  • Develop and maintain dashboards and performance metrics to track organizational enterprise effectiveness, modernization progress, service delivery, and key performance indicators across division.
  • Analyze data trends to provide actionable insights into executive leadership.
  • Provide monthly and quarterly reports aligned with GDOL strategic plan.
  • Ensure accountability by monitoring implementation of approve improvements.

6. Process Integration & Continuous Improvement

  • Identify and understand enterprise inefficiencies, bottleneck, and risks throughout the agency.
  • Recommend and coordinate standardization processes, workflow improvements, and best practices.
  • Lead continuous improvements initiatives that strengthen enterprise integration and organizational effectiveness.

7. Cross Functional Collaboration & Communication

  • Facilitate coordination across divisions to ensure unified execution of modernization and strategic initiatives.
  • Convene and lead regular enterprise integration meetings to review progress, share updates and resolve issues.
  • Promote and foster a culture of transparency, collaboration and accountability.
  • Ensure timelines, deliverables, and cross- divisional collaboration for agency wide initiatives.

8. Risk Identification & Mitigation

  • Proactively identify risks or barriers to enterprise effectives, modernization, workforce effectiveness and service delivery.
  • Recommend mitigation strategies to executive leadership.
  • Ensure operational readiness for modernization and technology deployments.

9. Project & Initiative Leadership

  • Provide enterprise oversight for modernization projects, workforce initiatives, digital transformation efforts, and service delivery improvements.
  • Ensure proper coordination, timelines, deliverables, and alignment across divisions.
  • Support deployment of policy and enterprise recommendations informed by real time organizational realities.

10. Enterprise Readiness & Organizational Resilience

  • Ensure the agency maintains operational readiness during emergencies and statewide response efforts.
  • Coordinate enterprise continuity plan across divisions.
  • Strengthen organizational resilience through integrated planning and scenario-based preparedness.

Success Measures

  • Creates alignment of enterprise operations with strategic priorities, enabling coordinated execution across the agency.
  • Provides executive leadership with timely operational intelligence, performance insights, and visibility into organizational risks.
  • Ensures modernization and cross-functional initiatives are delivered on time and produce measurable improvements in organizational performance.
  • Creates business processes standardization, increased operational efficiency, strengthens service delivery across all locations.
  • Ensures enterprise continuity by proactively managing organizational risks.
  • Promotes and fosters a culture of transparency, collaboration, and accountability.

Qualifications

  • Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or ten (10) years of related professional experience. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
  • Experience in public sector, workforce development, or large service delivery organizations.
  • Experience supporting executive leadership (e.g., Commissioner, Chief Executive Officer, Chief of Staff, Chief Operating Officer).
  • Experience working in statewide or multi-location operations.
  • Demonstrated experience driving large-scale transformation or modernization efforts.
  • Experience using or implementing AI tools to enhance operational efficiency and decision-making.
  • Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Teams, Outlook, OneDrive).
