The Grants Consultant position serves as a key staff member for award and grants management with the Office of Community Development. The Grants Consultant position will work with the Community Development Block Grant – Coronavirus Program, the Community Development Block Grant programs as well as Appalachian Regional Commission (ARC) and Neighborhood Stabilization Programs. Duties include, but are not limited to: providing technical assistance to grantees in the preparation of federal program drawdown requests and quarterly reports; reviewing and providing first-level approval of draw requests from grantees; analyzing internal processes and controls to ensure timely processing of grant awards and draw requests; performance of grants management functions including the collection, review and approval of reports from subrecipients, creation of monthly reports; issuance of grant adjustment notices, etc. The Grants Consultant is also responsible for entry of new awards into HUD’s IDIS platform; review and set up of budgets; generation of status reports for grants in-process; review and score of recommendations for Community Development Block Grant Annual Competition applications; and delivery of technical assistance and/or presentations at annual workshops (limited travel is required). The Grants Consultant works extensively with a grants management system for data entry and processing of grantee requests and/or submissions.
This is a very detail-oriented position requiring advanced organizational skills.
RESPONSIBILITIES
The following duties are the responsibility of the CDBG Grants Consultant position:
- Maintains programmatic and financial records using grants management software (GMS) and HUD databases for the following programs: CDBG-CV, CDBG, Employment Incentive, Immediate Threat and Danger, Appalachian Regional Commission (ARC), and Neighborhood Stabilization Programs.
- Authorizes payment of federal drawdown requests from grantees for review and approval of the Office Director
- Answers numerous inquiries from grantees regarding the status of their drawdowns
- Reviews grantee drawdown requests for compliance in the following areas:
- Conformance to grant budget as approved by DCA
- Determination of clearance of grant special conditions
- Conformance with grant award period
- Conformance with signature card
- Status of outstanding findings, if any
- Status of submission of grantee audits to the Department of Audits and other state required reports
- Timeliness of submission of grantee quarterly reports
- Timeliness of submission of grantee quarterly reports
- Enters a double-entry record into the grant management system of all drawdown requests in order to maintain checks and balances for Division financial record keeping and in order to facilitate internal and external financial reconciliations
- Performs the following Grants Management Functions as needed
- Sets up and funds new federal grants for the division in the HUD Integrated & Information System (IDIS) database
- Enters all federal grants budgets and amended budgets in the GMS
- Conducts fiscal reviews to determine financial appropriateness of requested budgets
- Prepares Grant Adjustment Notices (GANs) for grantees for review and approval of the Office Director and the Division Director in the following areas:
- Grant amendments
- Grant extensions
- Budget adjustments
- Grant deobligations
- Updates the GMS with changes resulting from GANs
- Deobligates grantee funds upon request by the grantee or in accordance with Division policies
- Independently provides technical assistance to local government officials and grant administrators via phone and email regarding financial management and quarterly reports
- Provides guidance and instructions to grantees in the preparation of federal program drawdown requests and quarterly reports
- Provides technical assistance and status updates to subrecipients and grant administrators
- Reads, evaluates, and scores CDBG grant applications and participates in team reviews:
- Prepares and presents grant applications to review panel for scoring based on rating and review criteria established in the applicable applicants’ manual
- Prepares individual written review sheets for inclusion in the grant application file
- Conducts site visits in order to verify grant application statements of need/target area conditions
- Conducts fiscal reviews to determine financial appropriateness of requested budgets
- Prepares grant award packages for CDBG Annual Competition grantees
- Prepares and enters grantee budgets into federal and state databases
- Prepares other elements of the grant award packages, e.g., award statement, statement of revisions, etc.
- Reviews CDBG project files for completeness prior to conditional/formal close-out
- Serves as backup to the Financial Grants Consultant to approve and draw funds from HUD using HUD databases (IDIS and DRGR) upon approval by the applicable Office Director or other designee and records the draws in the appropriate grant management systems

KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE: This position requires a thorough knowledge of generally accepted financial practice and accounting (fund accounting a plus). This position also requires knowledge of Federal and State accounting and financial management requirements.
SKILLS: This position requires skills in accounting, financial management, and grants management. The position also requires proficient computer skills (all Microsoft Office application as well as significant database applications). The position requires excellent written and oral communication skills.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in business, accounting, community planning, public administration, nonprofit management, or related field AND 2 years of related experience. At the discretion of DCA, education may be substituted for experience and experience may be substituted for education
WORKING CONDITIONS
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
