JOB SUMMARY: Under general supervision, provides professional level category support in a variety of procurement activities. Participates in on-going category and vendor performance management.

 

JOB SPECIFIC DUTIES: Under general supervision develops, coordinates and monitors the district purchasing, contract and bidding process throughout the procurement cycle. Supervises and plans the work of assigned staff. Plans and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost. Develops and maintains effective working relationships with internal and external stakeholders. Monitors the district procurement card process. Serves as a subject matter expert for procurement related issues. 

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

STATE ENTRY QUALIFCATIONS:

·       Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university

·       OR Four years of experience in a purchasing environment

·       OR Two years of experience at the lower-level Purchase/Procurement Agent 1 (FEP020) or position equivalent.

·       Note: Some positions may require certification.

·       Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

 

AGENCY MINIMUM QUALIFICATIONS:

·       Professional level experience in a purchasing environment,

·       Previous experience as a supervisor or lead worker of a team, project, or major process

·       Ability to assist/teach others by guiding and providing constructive feedback.

·       Demonstrated ability to encourage and facilitate cooperation, pride, trust, and group identity.

·       Demonstrated experience fostering commitment and team spirit.

·       Demonstrated experience communicating effectively with management, co-workers, and diverse groups of people.

·       Demonstrated ability to work with all levels of internal and external customers, management, and subject matter experts (SMEs).

·       Demonstrated ability making sound and well-informed decisions, perceiving the impact and implications of decisions

·       Demonstrated strong problem-solving skills; identifies and analyzes problems; gathers, interprets, and evaluates information to determine its accuracy and relevance; uses sound   judgment to generate and evaluate alternatives and recommend a solution.

·       Demonstrate ability to persuade others to accept recommendations; work with others toward an agreement; negotiate to find mutually acceptable solutions. 

·       Demonstrated competency to organize work and set priorities with the willingness to adapt to change and conform to shifting priorities to meet deadlines.

·       Self-motivated and results-oriented

·       Committed to providing excellent customer service.

·       Working level knowledge of the Department’s Procurement policies, processes, and practices in related program areas.

 

AGENCY PREFERRED QUALIFICATIONS:

·       Possession of a Georgia Certified Purchasing Associate (GCPA) certificate.

·       Possession of a National Institute of Governmental Purchasing (NIGP) or International Supply Management (ISM) certificate.

·       Completion of a bachelor's degree at an accredited four-year college or university in Business Administration, Public Administration, Accounting or a related   field.

·       Experience supervising purchasing staff.

·       Extensive (preferably governmental) purchasing experience in a comprehensive or large-scale setting.

·       Experience in a purchasing setting which included the processing of bids and the administration of contracts.

·       Experience developing and training staff in business processes.

·       Demonstrated knowledge of the department's organizational structure, specifically with a District organizational structure.

 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

 

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
