JOB SUMMARY: Under general supervision, provides working level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.  

 

JOB SPECIFIC DUTIES: Under limited supervision, in which the majority of work deals with projects having multiple utilities, administer utility pre-construction and construction activities for a complex environment. Responsible for resolving problems with utility facilities. Provide guidance in developing, resolving and processing utility estimates, quantities, memorandums of understanding, special provisions and utility encroachment permits. Represent the District Utilities Office in various meetings and committees as requested and provide information to various personnel pertaining to ongoing projects. Responsible for coordinating utility relocation in accordance with the Plan Development Process.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor's degree in a related field and Six months of related experience OR Associate's degree in a related field and One year of experience OR One year of at position equivalent.

 

AGENCY MINIMUM QUALIFICATIONS:

·         Two or more years of experience with utility activities in the operation, design, construction or maintenance of roadway projects

·         One or more years of experience negotiating with utility representatives to reach mutually acceptable agreements

·         Demonstrated ability to read and understand complex highway construction plans.

·         Demonstrated ability to identify and solve problems effectively by making sound, well-informed decisions.

·         Demonstrated ability to understand and apply technical manuals and instructions.

·         Demonstrated ability to use available technology and software packages such as spreadsheets, graphics and database software to work more efficiently.

·         Demonstrated ability to respond positively and adapt work methods to changing information and conditions, and unexpected obstacles.

·         Demonstrates a high level of initiative and self-management in performing tasks independently.

·         Demonstrated ability to set priorities, determine objectives and evaluates progress against goals.

·         Demonstrated ability to negotiate effectively with customers to reach agreements while complying with all applicable standards and policies.

·         Demonstrated ability to work closely and cooperatively with others to achieve shared goals and promote team spirit.

·         Demonstrates strong written and verbal communication skills.

·         Committed to providing quality customer service.

·         Knowledge of the Department’s preconstruction process.

·         Demonstrates good interpersonal skills.

 

AGENCY PREFERRED QUALIFICATIONS:

  • Four or more years of experience with utility activities in the operation, design, construction or maintenance of roadway projects.
  • Possession of an EIT Certification
  • Experience in Microstation or related design software applications.
  • Experience in utility permitting including GUPS system.
  • Experience using CADD

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
