Duties & Responsibilities: The mission of the Governor's Office for Children and Families (GOCF) is to empower Georgia communities to achieve improved and sustainable outcomes by working in a system of care framework, which will ensure that all children and families are educated, healthy, safe, and growing.

The Governor's Office for Children and Families Grants Specialist, under general supervision, develops, coordinates, evaluates, and monitors program grant activities throughout the state to support the work of GOCF. The position is in the Finance Division and works closely with the Finance Director and the program lead of his or her assigned division(s). The divisions within GOCF include Family Violence, Juvenile Justice, Prevention and Family Support, and Youth Development.

Grants specialists provide technical assistance to contractors on compliance, participate in the proposal review process, monitor contracts and grants, maintain program budgets and ledgers, and complete federal, state, and agency reports. Specialists aid in the development of program contracts, program performance standards and program budgets. She/he advises local governments on eligibility criteria, collects required financial and programmatic documents; reviews and records grantees’ expenditure of grant funds to insure that funds are spent according to regulations, and reviews final grant documentation to ensure all information is included in the required format.

Monitors expenditures and budgets of assigned grants so that improvements and changes can be made which are necessary to meet federal grant tracking standards and assure compliance with federal distribution and accounting requirements.

Minimum Training & Experience: Bachelor's degree from an accredited college or university in business, public administration, finance or related areas AND One year of experience in grants management, public funds administration, accounting or a closely related area.

Agency Specific Qualifications and/or Preferred Qualifications: Knowledge of policies and procedure for federal and state grant administration

Ability to apply mathematical processes and tools to analyze problems, identify or specify patterns, and draw conclusions

Ability to organize and prioritize tasks with respect to importance and time available

Intermediate level skill in the use of MS Word, Excel, and Access computer application software

Familiarity with PeopleSoft
Experience maintaining ledgers, evaluating budgets, and reconciling.

Experience maintaining financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes.

Experience processing claims, payments or provider reimbursements.

Commitment to providing excellent customer service to internal and external customers

Ability to read, interpret, comprehend, and apply advanced written materials for practical business purposes (e.g. laws, regulations, grant requirements and policies)

Experience preparing and reviewing grant applications or proposals.
